Converting InternetOpenURL() utf-8 response to ansi or big-5

Is it possible to convert the InternetOpenURL() utf-8 response to big-5 for display Chinese correctly in exploration or on chart purely using AFL?

No, we don't have built-in conversion for Chinese big-5 encoding.

So , How do we use big-5 or utf-8 encode characters

Can it be done by EnableScript("vbscript"); or EnableScript("jscript"); ?

To do so you would need to either use Python plugin and write conversion in Python, or create a plugin in C++ and use Windows API conversion functions MultiByteToWideChar and WideCharToMultiByte
