Printing Value above the OHLC Bar

Is it possible to print a down arrow and then a value above the arrow ? For example,I want to put a Red arrow on top of a bar if High-Close value is more than 10% of the Bar's Range (High-Close) and then above the arrow print the value of High-Close .

In the exampe picture attached 12 is the value of High-Close.
