RSI & Price - Peak and trough

Hello,

Can we have two troughs in RSI with 5 %& with higher bottoms ( Recent trough is higher than the previous trough ) and lower troughs in price with 1 % of change within the previous 20 bars, excluding current bar?

I am sorry for sounding ambiguous. I am new & slow learner but I will work hard to learn well, what I mean to say & explain is -
I want to track two pointed troughs in RSI where the recent trough will be higher then the previous one ( The code will check the last 20 bars, excluding the current bar ) &

the same goes for price but in price there must be lower troughs ( The recent trough will be lower than the previous one.
