Trouble using scroll bar in chart

When the scroll bar is near the > arrow, I'm not able to click the > arrow. It turns into the zoom control instead. When I move the scroll bar away from the arrow, it acts normally.

Am I doing something wrong? It's a little frustrating to click the > arrow expecting the chart to move, but instead it zooms way out.

you need to also press the Ctrl button, then it works
